Does working in an AON or DWS satisfy 19aa?
The Short Answer
No. It does not.
19aa restricts GPs who are PR or Citizens of Australia and who have not completed their fellowship to working on an approved 3ga program until they have achieved fellowship, if they wish to claim medicare benefits.
What is AON & DWS then?
Area of Need (AON) is only relevant to Limited AHPRA Application AANG-30 and several other Specialist applications. It doesn’t affect any area of Medicare legislation.
District of Workforce Shortage (DWS) is relevant to a different area of Medicare legislation referred to as 19ab. If you completed your degree outside of Australia or New Zealand then you are required to work in a DWS for 10 years. This does not change to getting permanent residency or citizenship of Australia, and it does not change if you get fellowship.
