What is the difference between 19AA and 19AB?

19AA- 3GA programs
A Non-VR General Practitioner (someone who hasn’t completed FRACGP or FACRRM) who has Australian Permanent Residency or Citizenship is required to be on a 3GA training program to be eligible to obtain a Medicare Provider Number offering rebatable services.
A Temporary Resident is not required to be on a training program.
19AB- DWS / 10 year Moratorium
A GP who completed their primary degree outside of Australia or New Zealand is restricted to working in a District of Workforce Shortage (DWS) for a period of 10 years (or less if you’re eligible for ‘Scaling’). This applies even after you’ve completed your fellowship exams.
Both temporary residents and those who have been granted Australian Permanent Residency or Citizenship are restricted by this.
Are there exemptions?
There are a number of exemptions to 19AB including a spousal exemption, replacement exemption, AMS exemption, after hours exemption and locum exemption. It’s important to note that unless you hold one of these exemptions prior to getting PR/Citizenship then while you’re Non-VR, if you are PR/Citizen then you won’t be eligible for these exemptions excepting the replacement or AMS exemption.
Although, you can acquire spousal exemption when you apply for AGPT, there are no exemptions to 19AA. You are required to be on a 3GA program.
