Am I still restricted by 19AA and 19AB if I’m doing Telehealth?

In short, yes. 

To be eligible to bulk bill for Telehealth services you need a Medicare Provider Number, which means you will still need to meet the criteria of 19AA & 19AB i.e. work in a DPA area and/or be a part of a 3GA program. 

There is no eligibility requirement to bill via Telehealth, so as long as you have a Medicare Provider Number you can begin bulk billing by using the new item numbers.
